the flux off the PCB, but there is still residue around the

"repel" most foreign,non-compatible materials like
peelable solder mask, and rubber or vinyl boots. The result
is, uncured material around the vicinity of where the boot
was. I came up with a masking process that used card-board
"boots" and around the perimeter of the mask area,
a thicker viscosity silicone coating that would have to be
hand applied to gasket and hold the boot down.

0 point is now about a mil or 2 over. Your USL should generally
be around 1.5 mils over your foil thickness, so for a 5 mil
stencil, 6.5 mils is about right as your target measureent.
Lower spec limit should be around 1.5 mils less than your
target, so a reading of 5 mils for a 5 mil stencil is still
within spec.
